2010 Municipal Enumeration

In addition to accurately assessing and classifying all properties in Ontario based on current market value, MPAC is also legislatively responsible for conducting enumeration and preparing a Preliminary List of Electors for municipal and school board elections in Ontario.

MPAC relies on various sources of information, including Municipal Enumeration Forms that are sent to approximately 2.4 million Ontario households during an election year, to help compile the Preliminary List of Electors. This preliminary list is provided to municipalities and school boards to help them create the final voters' lists for election day.

If you receive a Municipal Enumeration Form from MPAC, please complete, sign and return your form by June 1, 2010 to make sure your name is included on the 2010 Preliminary List of Electors.

Municipal Elections 2010 (Information excerpted from Municipal Election 2010 Guide)

Qualification- Municipal Office

In order to be a candidate for a municipal office you must meet the following criteria:

1) Be a resident of the municipality, a non-resident owner or tenant of land in the municipality of the spouse of such non-resident owner or tenant;

2) A Canadian citizen;

3) At least 18 years old;

4) Not legally prohibited from voting;

5) And not disqualified by any legislation from holding municipal office.

Nomination

Nomination papers may be filed in the office of the clerk from the first day of January 2010 that municipal offices are open until 2:00 p.m. on nomination day, Friday, September 10, 2010.

The nomination must be on the prescribed Form 1 and be accompanied by the prescribed fee.  The municipal clerk must certify or reject the nomination paper by 4:00 p.m. on Monday September 13, 2010.

The nomination filing fee is:

- $200.00 for the office of head of council; and

- $100.00 for all other offices.

Payment to the municipality must be made by cash, certified cheque or money order.

2010 MUNICIPAL ELECTION

Municipal Elections Act, 1996

The Municipal Elections Act, 1996 as amended, imposes limitations on the expenses for candidates in municipal elections and also imposed requirements on candidates to report the contributions received and the manner in which funds have been expended.

It is very important for all candidates to be fully aware of the provisions of the Act and to follow those provisions correctly.  Failure to do so could result in the forfeiture of office, ineligibility to run for office in the next regular election, fines and/or imprisonment

CAMPAIGN SPENDING LIMITS

The maximum amount of campaign expenses prescribed by the Act is:

1.      In the case of the Mayor, a total amount of $7500, plus $0.85 for each elector entitled to vote.

2.      In the case of any other office, a total amount of $5000.00, plus $0.85 for each elector entitled to vote.

The estimated maximum amount of campaign expenses permitted by candidates for the position of Mayor in the Town of South Bruce Peninsula is $18871.30.

The estimated maximum amount of campaign expenses permitted by candidates for the position of Councillor Ward 1 in the Town of South Bruce Peninsula is $8031.95.

The estimated maximum amount of campaign expenses permitted by candidates for the position of Councillor Ward 2 in the Town of South Bruce Peninsula is $7345.15.

The estimated maximum amount of campaign expenses permitted by candidates for the position of Councillor Ward 3 in the Town of South Bruce Peninsula is $8309.05.

The estimated maximum amount of campaign expenses permitted by candidates for the position of Councillor Ward 4 in the Town of South Bruce Peninsula $7685.15

The Certificate of Maximum Campaign Spending Limits, which will indicate the actual spending limit for each office, will be issued by the Clerk's office on Monday September 20, 2010.
